Levels of Cover
As with most motor insurance, minibus policies are generally available as:
- Third Party Only (TPO)
- Third Party, Fire & Theft (TPFT)
- Fully Comprehensive
Third-party only cover is the legal minimum required for any vehicle on UK roads. However, this level of cover is often limited for minibuses, as it does not protect your own vehicle or account for the wider responsibilities involved in carrying passengers.
Some minibus operators choose to discuss fully comprehensive options with their broker, as these may offer broader protection, particularly when passengers, volunteer drivers, or regular group travel are involved.

Minibus Insurance – Frequently Asked Questions
What size of minibus do you insure?
At Nova Insurance, we can provide minibus insurance for a range of minibuses. These include 9 seater, 12 seater, 15 seater and 17 seater minibuses.
Is a minibus classed as a commercial vehicle?
Whether a minibus is classed as a commercial vehicle in the UK depends on how it’s used, how it’s registered, and sometimes its weight. A minibus is not classed as a commercial vehicle if it’s used for private use. It is deemed not strictly commercial if used by a charity or community group (no profit). If a minibus is used for business purposes, hire, or reward, it is classified as a commercial vehicle.
Business / Community Group Minibus Insurance
If you are driving a minibus for clubs, charities, schools or care homes, for example, you will require non-profit / community minibus insurance. At Nova Insurance, we can provide this insurance to ensure you have the coverage you need.
Hire & Reward / Taxi / Commercial Minibus Usage
If you intend to provide a taxi-type service, charging passengers for transport, you require hire and reward insurance. At Nova Insurance, we can provide hire-and-reward insurance for taxi and commercial use.
Private Minibus
If you are driving a minibus privately without any payment from the passengers, you can drive it on a car licence, subject to the vehicle’s weight. At Nova Insurance, we can provide Private minibus insurance.
What impact does minibus size have on insurance?
The size of the minibus doesn’t have a particular impact on the type of insurance you have. We are aware that you may be operating different sizes of minibuses, ranging from 9-seater minibuses to 12-seater minibuses, all the way up to 17-seater minibuses. We can provide minibus insurance to cover all sizes and makes of minibus.
What is classed as a minibus?
A minibus is a small bus with 9-16 passenger seats. Anything with more than 16 passenger seats is classified as a coach. If you look in the V5 logbook for the vehicle, it will be classified as M2, which means it can’t be insured with standard car insurance alone. As it’s not deemed a van, then standard van insurance will also cover the vehicle.
How to lower minibus insurance costs?
There are several ways to lower the cost of your minibus insurance. Limit the number of drivers and add them as named drivers. Install security features (alarms, trackers, immobilisers). Use no-claim bonuses. Choose a lower mileage policy. Use an insurance company that works with a range of insurers. Pay annually
How much is minibus insurance?
Minibus insurance can be more expensive than standard car insurance — but how expensive it is depends on several key factors. These include: The number of passengers it carries. The vehicle size and value. How is it used? The driver’s license type. How the vehicle is secured and stored. The age and experience of the driver.
